Transportation Service Receives 2009 Van

As an upgrade for its passengers, Rooks County Transportation Service, Inc.(RCTS) has recently accepted delivery of a 12-passenger van with 2 additional spaces for passengers in wheelchairs. 

The purpose of the program is to provide public transportation to rural residents, just as the urban population has access to public transportation.  The program can also provide transportation for the handicapped and the elderly with mobility problems since it includes a wheelchair lift.

“I probably wouldn’t be able to stay in this community without the help of the van,” Mick Pulec, a regular passenger, said. “I am very grateful for this service.”

Although the Federal Transit Administration’s 5311 program funded 80 percent of the new van purchase, the Rooks County program had to provide a 20 percent local match.  Through the generosity of private and memorial donations, RCTS was able to meet this requirement without asking the county and local cities to contribute tax dollars.

Last fiscal year the van service provided nearly 2,000 rides for the elderly, the handicapped and the general public from Rooks County to medical appointments, the grocery store and other life-sustaining activities in Rooks, Graham, Phillips, Osborne and Ellis Counties.  Annually, the van travels over 50,000 miles.

“With multiple daily trips to Hays and around the county, the van often runs on a tight schedule,” Kim Brown, van dispatcher, said.  She recommends calling to reserve a time as soon as one knows they will need transportation.  Unlike a city bus system, RCTS doesn’t require a fare but depends on rider donations.
